An Warning for Keir Starmer drawn from His Personal History: Without Boldness regarding Britain's EU Exit and the EU, His Labour Rivals Will Be.

Seven years ago, a mere eight words to energize the party's annual gathering demonstrating the party was becoming disillusioned with its then leader. While not exactly soaring oratory, the phrase were greeted with wild cheering as delegates stood for spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, remained at the lectern, visibly startled. He was unaccustomed to his addresses having such an effect. All he had said was: "We are not excluding remain as an option". Context, however, is key.

During that deeply polarized period in 2018, departing from his agreed text like this was inevitably viewed as issuing a challenge to Jeremy Corbyn, who was trying to prioritise Brexit voters in key constituencies over the pro-European instincts of his party. With that single address, this seemingly cautious shadow Brexit secretary underwent a transformation – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against the leadership he would later replace.

The Evolution of Stance and Closed Issues

Since then, the landscape has shifted, especially for Starmer himself. One of his first acts after taking over from Corbyn in 2020 was declaring the EU question had been settled by the previous year’s national vote. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade re-entry into the European Union or its core structures.

Like his predecessor, his strategy has been to pursue Brexit-y voters in key seats, even if survey data suggests a significant number have passed away or shifted opinion.

Pressure Building on Europe

Yet, it’s now Starmer is now to be an embattled Labour leader. While EU relations may not be the boiling pot of British politics, the cap that has been kept firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have intensified their language about the devastation that leaving the EU has inflicted on the UK’s economy. It’s a useful stick to criticize Nigel Farage, who seldom discusses how leaving the EU was his primary goal and is still his sole political accomplishment.

And yet, the scale of the damage, which by some estimates has resulted in an economy that is significantly diminished compared to EU membership, towers over the minor adjustments thus far implemented by ministers. The PM's much-touted relationship reset agreed with Brussels in 2024 provides gains measured in low decimal points.

Internal Pressure and Bolder Ideas

The chancellor is one of those trying to overcome entrenched interior ministry opposition to a broader scheme of a growth-enabling program for young people allowing youths can travel between the UK and the EU to study or work.

David Lammy muses openly regarding the clear advantages of being in an EU customs pact, while a dozen Labour MPs, including the chair of the Treasury select committee, last week voted for a Liberal Democrat motion on customs union membership.

While the Europe minister, who oversees UK-EU relations, now present at all cabinet sessions, maintains the firm boundaries are still in place, there exist avenues these could be bypassed. A proposal would be to announce the start of talks immediately on a much bolder deal, to be featured in the following election platform, to be enacted only after Labour won a new electoral mandate.

The Prime Minister's Fundamental Scepticism

Yet, Starmer has most recently damping it all down on the idea cautioning that rejoining a European customs area could undermine the commercial agreements with America, which he views as key accomplishments of his premiership.

Reportedly that Starmer's doubts go still deeper, stemming from three further factors.

  1. Firstly, he thinks any customs union agreement is now significantly more difficult because his ministers actively diverging from EU regulations across a range of policy areas, like environmental standards.
  2. Second, the exorbitant price demanded from Britain to join a European defense initiative and the subsequent collapse of negotiations has convinced UK negotiators that European nations are less interested in cutting special deals to the UK and are more focused on demonstrating that Brexit does not work.
  3. Lastly, the new US national security strategy, praised by Moscow, is viewed by some influential figures in Downing Street as a reason for the UK to maintain distance from the EU.

An Alarming Strategy & Geopolitical Calculations

This strange and concerning document asserts Europe faces “civilizational erasure” due to immigration. It includes only one reference of the UK, found on a proposal that the US government will intervene in British politics to foster the growth of nationalist movements.

But, far from concluding that this renders America an unreliable partner, the government is worried that aligning closer with Europe could upset the global balance by risking precarious American backing for Kyiv, NATO, and other alliances.

Succession Chatter & The Ghost of 2018

This situation returns us to the conference of 2018. Starmer has always said that address was not a pitch to become leader but simply an attempt to keep open the “option” of remain being on the ballot paper. Indeed, back then, he still supported a tailored trade agreement of the kind he now appears to be opposing.

Observers within Downing Street have noticed that the Health Secretary, widely considered would be a candidate in any leadership election, is part of a group of senior ministers letting it be known they desire greater ambition on Europe.

Staff for Angela Rayner, another probable runner in a future race to replace Starmer, insist she won’t discuss her stance regarding a customs pact as it would merely “fuel unnecessary gossip”.

The Clear Danger and A Prudent Memory

The danger is obvious. If Starmer rules out more meaningful steps towards a close relationship, he allows rivals to claim the territory where most of the party's supporters are to be found.

It would be wise of him to remember the effect just a few words had on his career in 2018. There are options for a major proposal on EU relations which the PM ought to consider; he should explore them himself, rather than letting rivals makes them his – or her – own.
