UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest poll of local authorities, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and using savings to weather increasing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in southeast England announced its asset disposal plan included the sale of a shopping centre in a local town and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Increases and Wider Financial Strains

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to increase council taxes next April to address the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities this week also found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the latest indices of deprivation (IMD) covering English councils, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest IMD measures,” said the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
